Mid-Term Evaluation of the Soroti Regional Project; 2017–2022: Accelerating Epidemic Control in Uganda.

ELKA was engaged by The AIDS Support Organization (TASO Uganda) to conduct an independent expert review of the Soroti Regional Project, assessing progress towards accelerating epidemic control in the region and providing recommendations for the project’s remaining implementation period.

National Assessment of Water, Sanitation, and Hygiene (WASH) in Tanzania’s Health Facilities.

Duration: November 2019 – July 2020

ELKA was contracted by WaterAID Tanzania to conduct a national mapping of Water, Sanitation, and Hygiene (WASH) services in health facilities in Tanzania. This mapping survey, conducted between January and February 2020 in a representative sample of 511 district public hospitals, health centers, and dispensaries, was undertaken to fill the gap. This survey’s specific objectives were:

  1. Assessing the current status of WASH in a representative sample of HCFs,
  2. Identifying key issues and challenges that limit sustainable access to WASH in HCFs, and
  3. Examine and identify the enabling environment and existing strengths and opportunities for integrating WASH in HCFs in the national healthcare priorities.
Capacity Needs Assessment for Health Workers and Counsellors in South Western Uganda.

Client: Elizabeth Glaser Pediatric Aids Foundation (EGPAF)

Duration: November 2019 – July 2020

ELKA, in partnership with the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), conducted a capacity needs assessment for health workers and counsellors in health facilities across South Western Uganda.

The purpose of the study was to assess and establish capacity gaps among counsellors and health workers in the provision of paediatric and adolescent HIV services as a guide to planning of subsequent trainings and mentorships. The key aspects assessed included provision of HIV testing services, linkage of newly identified HIV-positive clients to care and treatment services, retention of HIV-positive clients in care and treatment programs, routine monitoring of clients in HIV care and treatment programs, and the quality of counselling services provided, including provision of adolescent-friendly services.

Consultancy to conduct Adolescent and Youth Sexual and Reproductive Health (AYSRH) Needs Assessment in Uganda.

ELKA was subcontracted by AH Consulting Ltd to provide consultancy services for conducting an Adolescent and Youth Sexual and Reproductive Health (AYSRH) Needs Assessment in Uganda. AH Consulting Ltd was contracted by UNFPA to map vulnerabilities and assess the SRH/HIV needs of adolescents and young people aged 10–24, both in and out of school, and assess available AYSRH/HIV services, programs, and partners to generate information that will be utilized for improving national AYSRH advocacy and programming. The study was expected to cover 62 districts across the UBOS statistical regions; a total of 4,780 young people from 3,230 households were to be interviewed.

Healthcare Reporting Needs Assessment for Reproductive Health Uganda (RHU) Affiliated Facilities.

ELKA provided consultancy services to Reproductive Health Uganda (RHU) to assess healthcare reporting needs across all RHU-affiliated health facilities nationwide.

The assignment involved:

  1. Assessing training needs for Monitoring and Evaluation (M&E) staff

  2. Identifying reporting requirements and designing/reconfiguring the SQL database to accommodate newly developed tools

  3. Incorporating new indicators into the SQL database
